...And why can't New York produce electricity as cheaply as West Virginia? - simply having more people shouldn't effect the equation too much.
For starters, New York state has a higher tax rate than does West Virginia.
West Virginia probably produces most of their electricity by burning coal. The folks in New York probably don't like coal, so they only allow electricity to be generated in some other way that is more expensive.
As an example, transferring electricity generated in Texas to somewhere outside of Texas is against the law. It wass done once for a test, and the utility had to pay an enormous fine. Therefore, there might be some similar regulation in West Virginia or New York.
